Regent Report Cards

This project is a good government tool that communicates and tracks student priorities to the University of California Board of Regents. The UC Board of Regents meets every other month to make critical decisions about the UC system, its governance, and finances. UC Regents should be accountable to student concerns, which is why UCSA will be tracking the votes, policy issue engagement, and activities of each Regent over the next year and publicly grading their response to students’ needs.

How do we grade the Regents?

We look at two categories: accessibility and voting record. Accessibility looks at how Regents engage with students such as campus visits, participating in open forums, exchanging contact information, and attending a UCSA board meeting. Lastly, we track the voting record of the UC Board of Regents. We identify agenda items that are relevant to student priorities, create an ideal position the Regents should take, and then see how well Regents’ voting records align with students’ positions.

Process

At the meeting, or immediately after using the live stream, we grade Regents 0-100 on their participation during that action item:

1 = Voted and spoke against student-supported position
25 = Voted against student-supported position, did not speak on the issue
50 = Abstained from the vote, did not speak on the issue, or was absent
75 = Voted in line with student-supported position, did not speak on the issue
100 = Voted and spoke in line with student-supported position

For discussion only items, we determine scores through the following way:

1 = Speaking against the student-supported position
50 = Being silent or absent
100 = Speaking in line with student-supported position

As Executive Director, Salih leads our staff team and organizational strategy, keeps the UCSA office in operation, supports the Board and other student leaders, and fundraises to maximize the potential of our organization. Salih also oversees planning for UCSA’s annual statewide conferences.

 

Raised in Oakland, California, Salih Muhammad strives to embody the principles of service, sacrifice, and selflessness. For much of his life, he has been committed to living toward the liberation of Black people, at home and abroad.

 

In 2009, he continued the pursuit of knowledge at the University of California, Berkeley, where he excelled as a Black student and organizer on campus. His favorite quote is from Franz Fanon, who stated, “Each generation must discover its mission, fulfill it or betray it, in relative opacity.”
